Flinders St East and West Amenity Blocks

The Rye/Tyrone foreshore on the Mornington Peninsula in Victoria, Australia, holds a special place in the hearts of locals and visitors alike, offering a fantastic natural setting for recreation and relaxation. However, some amenities on-site are no longer serviceable, failing to meet the needs of the growing number of visitors and becoming targets of vandalism.
Among these amenities are two identical outdated and run-down toilet amenities that are 260m apart. Named Flinders East and Flinders West, they have become inadequate in providing essential services to beachgoers, locals (year-round) and day trippers.
This two part project aims to address both amenity blocks by:
Replacing the Flinders East block with a barbeque shelter in 24/25 - leaving space for a 1D amentiy block that may be built in the future - pending planning, community need and funding.
Replacing the Flinders West block with a brand new amenity block in 25/26 - pending planning approvals and funding availability.
Installing new accessible picnic hardware at Flinders East.
Installing an additional public toilet at the amenities located in Whitecliffs Campground in 25/26 - penfing funding availability and camping masterplan actions.
This plan has the support of local community groups.
The CoM would like to thank the community for their input on the inital concept plan. Version 2 has been completed in response to the feedback and is now ready for public comment.
The updated concept includes:
Maintenance of all existing carparks.
Removal of barbeques and picnic tables and instead focus on short-term passive recreation as described in the design intent below.
Relocation of the amenity block to the forward left of the area; increasing safety while limiting impact on local residents.
Design Intent:
Updated carpark interface with enhanced pedestrian access for general public, bay trail enthusiasts and other recreational users such as scuba divers etc. Timber bench seats, unique seating pods (with integrated indigenous plants) and flat top sandstone blocks used to direct traffic (cars and pedestrians) and encourage flow, not day long picnics. Ideally people, divers, coffee drinkers etc using the space for 2-10min before moving on down to the beach or into their cars or along the bay trail after a stretch or cuppa.
x55 car spaces, x2 disabled carparks and x2 emergency services/ shared bays have been accommodated along with a designated rental space for a coffee or food van. The coffee van and shared public amenities are anchored hard left to help guide users away from the Yacht club facilities.
Feature concrete pathway and recycled wharf timber has been proposed to key areas due to high foot traffic, greater aesthetics and overall longevity/ low maintenance. The suspended timber deck helps to accommodate high volumes of foot traffic and provides key views whilst also not inhibiting too much of the existing undergrowth. Additional understory planting and small trees are proposed to help reduce hardstand areas and increase overall aesthetics and biodiversity

Sevilles carpark, the public carpark located opposite The Loop in Blairgowrie, is in need of a facelift! The committee proposes installing a new amenity block (to replace the demolished block), landscaping of the carpark, delineating pedestrian traffic from vehicular traffic with a proper baytrail and even a viewing deck.
The committee is proposing to undertake the works in order of priority (dependent on funding availability), as detailed below:
Priority 1 - Installation of amenity block including one ambulant toilet, one all abilities toilet and a modest change area for divers including shower and bench with pedestrian crossings to provide safe access through carpark.
Priority 2 - Construction of baytrail section to separate pedestrian and vehicle traffic.
Priority 3 - Landscaping of carpark to include green space and Water Sensitive Urban Design – Reduction in carparks from 57 to 44.
Priority 4 - Installation of picnic tables and BBQ.
Priority 5 - Construction of viewing deck and picnic tables.
